Yes, I visited it numerous times in 2004. It's a two hour drive from my apartment in Lexington. It is difficult to enter without being seen, however, a night infiltration with a daytime exploration is probably the best way to go without being detected. There are two huge reactor structures and a containment building that is one of the largest I have seen. Misc. smaller buildings are scattered around. To give an idea of how much work was done, over $2 was spent to build the place with it never being finished.
