Yeah, if I'm not mistaken though this tunnel is designed to be completely full of water most of the time. There's no way to explore it without scuba. "Groundwater flowing at a rate between 20 to 800 gallons per minute in the tunnel."

The city of Austin is building something similar downtown. It might be accessible during construction but once completed will probably not be.
