I have seen a few of those. They are dam outflows as explained by others. The first one I saw was in South America. I thought it might be interesting to explore till I found out that the outflow on the down side was mostly under water and had about six inches of clearance which was full of mist and a jet of air being forced out due to the water going down it.

I have walked up a couple from the bottom, including a huge one in the USA. That is the only safe way to explore them. I admit I am a bit of a chicken when it comes to abseiling.

I've fantasized about doing this since I was a kid. Never thought it could actually be done. After seeing this thread I feel very compelled to do a glory hole. To hell with my fear of heights!!! Looks like fun!

In what? The water in the one I've been in is only twelve feet deep, cold, and quite stationary. Barring flood events, you're in far more danger at the beach in surf.

just find the outfall and see if you can just walk up

I've done a few of these in the UK and when the water level is low they are really safe
