It's a short so I'm sure this is a good portion of the movie, but it looks sufficiently creepy. Yes, there has been one abduction/rape/murder so far that I'm aware of, and I have no doubt there's been more, but for the most part these areas exist because of crimes committed by the state/major corporations against the public.
