Was it antique or more recent?
To me a car The Penguin would use would be something like the 1st Gen Toyota Crown RS
or maybe a
1936 Toyoda Model AA
or maybe one of these listed here

The ONLY thing I remember is the nauseatingly dragged out slow-motion chase scenes with the short bus in that mining area, done to make the movie longer or something. It was terrible and made little to no sense!
