No, it is not forced religious observance because attending the school is a choice. Like I said before, I went to Christian school, and I was required to attend religious ceremonies. That was not forced religious observance, because I was there to get a good education. I didn't believe in any of it, but I had to follow all of their rules, both inside the school and out, as part of the deal for getting the education.

Actually, the article is a bit unclear there. It says 10% of students will be non-Muslim, but doesn't say if they will attend by choice or location.
Unless I missed it. If attendance of the school is completely voluntary then MM is correct.

If attendance is voluntary then there is no issue.
