I wasn't a huge fan of Toronto when i was there last summer actually. Victoria is tiny and pretty and full of idiotic university students and overpriced everything, but I'd prefer staying here for a couple years to doing my grad studies in Toronto. Hell, I didn't even bother finishing my application to U of T, haha. I woke up one day and went '...nope.. don't think I could live there for a couple years after all.. screw this.'
That being said, I'm darn glad to get out of Vic. I really wish I'd had a chance to do some actual exploring here but school was insanely busy and juggling two jobs hasn't helped matters either. Oh well!

Dude...the GCG crew has been inside the Victoria tunnels. Not all of them, but a lot of them.

I have lived in squats in hidden places, waterfront. Mostly sealed up tight now.

I spoke with someone who should have known about what was behind the red doors in the empressive building, and he never mentioned much. He'd worked there from the early 50's on, so if the goings on were prior to that, he'd not have known. At least, some of the basements of that place are tidal...ie, don't be down there on a spring neap. (and yes, he worked in the lower areas of that edifice on the inner harbour, doing a job he'd picked up in the interior of BC)
I'm aware that there are lots of stories, and believe that there is some truth, and some misdirection. I defer to GCG for what was there in the last 10 years, but I'm not viewed as cool enough to need to know. My job precludes me being as active as I'd like in hands on exploring, or even keeping current in SRT, for what it matters.
