The week of October 5 (next week) the US Army Corps of Engineers will draw down the Mississippi River below St. Anthony Falls (around the Stone Arch Bridge) in order to inspect infrastructure that is normally underwater. This will expose several drains that normally exit underwater, such as the exit to the new Bassett Creek tunnel. Went back a few times--the water levels are still pretty low but I'd recommend going soon if you haven't yet. Very cool!
