While visiting family in California a couple years ago and met another photographer documenting the same location. They were quite informative and we hooked up a few more times during my stay. California sure had lots to yield and what an amazing experience. The tower was owned by the CDF forest service and its purpose was to spot fires with a spectacular 360 degree view.
