I'll be in the area over the weekend and plan on checking it out, but wanted to get as much info as I could ahead of time. I know the place is a state park open to the public and therefore most likely patrolled by park rangers or some kind of security, but how often and thoroughly? I'm actually mostly interested in going at night for some astrophotography, but I know a fishing permit is required after sundown and they're not available to purchase right now. Is it still worth a shot?

The fishing permit is proof you're actually a fisherman and not just some yahoo that wants access to the beach after dark. IIRC You have to have a fishing pole that is over a certain length which you present at the ranger station and they gave you the permit. To be on the beach after dark, you have to everything you need to have to actually trying to catch fish (i.e.: surf pole, appropriate tackle and bait). If they catch you exploring away from the beach, your obviously not fishing and that's usually the end of your permit.
