Dude is lucky to be alive. The wells in pumping stations go deep, and are usually filled with crap. He managed to fall into one that still had enough water in it to break his fall. Still fell 30 feet though.

At first I thought thats what they meant, but I think they were saying he went into the building to retrieve the phone, not the well itself. That was a mistake.
