never figured out what they were for, but constructed a rope ladder type of deal to get on top, my friends and i would drink on top of the thing when we were younger. the structure is actually cylindrical. has the best view! i think now, the area is patrolled by security.

It was a mount for a RADAR antenna at an old Nike missile integrated fire control site.
