The bar seems fairly straight forward to build. Pipe bender, steel tube, welder, winch, drill press.

I had one in the shop in the dark greenish blue colour (Which we never got on the wagons in Canada, just sedans), with a metallic-beigey lower half like that one. It really looked like a Subaru.
