City of Lakewood feared a lawsuit if someone got hurt for trespassing ... etc. The ruins came about due to a military training exercise blowing up half the building in the late 1980s. Whether they used explosives or flew over it and unloaded a bomb is a bit of a mystery. It is reported that first responders later used the ruins to train people for work in collapsed building rescues.
