Pull the starter off and test it with jumper cables. Could be a bad starter.

He took it back where he got it and they started it and said it's fine. I'm starting to think it is bad, though.

So this morning, since it was nice out, we pushed it out in the driveway and started working on it again. Checked the voltage, and it checked out, so I went over it all in my head, and everything was pointing to the starter being bad, so we took it back and exchanged it. Put the new one in, and it started right up. We went for a spin around the neighborhood, and it died and wouldn't restart, but at least it turns over now. I'm suspecting a fuel issue. Can you test the fuel pressure without it running? Like while it's turning over?

yeah the fuel rail should have a test port on it

The service manual has the exact procedure to test the fuel pressure without the engine running.
