Only one of the institutional sites in the city is reliably accessible. It's the one with the big light-up road map in the basement, and it's been kind of trashed lately but is still interesting, and most of the side buildings have been breached so there's more there now than just the main wards. One of them even still has electricity as of a few weeks ago.
