Why do some people/companies decide not to ship outside the 48 states? Do they not realize the other %90 of the world wants to bid on this stuff too?

Customs. It slows down shit. Then the idiot buyers don't understand why they haven't gotten their package for two weeks and downrate the seller, which hurts their bottom line.

I've never had anything take too long that I didn't expect to take long.
And it should be stated that the cost will be higher and that it will take 2-3 weeks.
I just want a Canon A620 from this guy and he won't budge on only the 48 states.

You can. I used to do it for a friend, who's no longer my friend. When she actually paid me, I sent the stuff to her. Just make sure you wire the money or transfer it before hand for the reship and the purchase price.
