I know this is an old post, but there is Grant Morrison's Manhattan Guardian series for DC Comics which has Cinderella City (new York, just as Gotham City, etc were New York) and envisages it with certain architectural developments that were scrapped such as Frank Lloyd Wright's 'The Island' project for Ellis Island being key plot points.
