Concrete Blocks & Airplane Cable

On one of my urban explores (the only one I've posted about to date), I observed something unusual that seems to be persisting in my mind as a bit of a mystery.

There is a 16,000 square foot rectangular piece of property that is blocked off with those huge concrete blocks spaced about 4-5 feet apart, and airplane cable is run through them to create a perimeter.

The function of this perimeter seems obvious enough - to keep vehicles off of the land.

Now, this perimeter has been here for about 23 months now, and is on abandoned property. There's two signs posted that say:
PRIVATE PROPERTY
NO TRESPASSING
NO PARKING

MAINTENANCE SERVICES ASSOCIATED WITH THIS SITE CALL 1-888-760-2262

The phone number is for some property babysitting site or somesuch, and they belong to Imperial Oil, a.k.a. Exxon Mobil, a.k.a. Esso.

Could anyone who is familiar with this sort of thing explain why there would be long term blocking of an abandoned section of property?

Thanks.

Yes, but this place was demolished in 1994 and these blocks appeared 19 years later.
