You can't be cheap when it comes to plastic surgery, after all it is your body. Plus you can shop around your city for different surgeons, you might find a really good one who can do it for 8k or less. Plus you can get financing for it, or if you pay cash they will do it for a lower price.

Also since you are looking to go for a smaller cup size, the surgeon will probably have to do less work on you, meaning it will be less expensive. The only reason why I said 8k-10k in Canada is because I want to go from an A-D or DD
