Alright, here's what I feel is a final set of solutions that addresses all concerns:

1. Do not allow the forum and the LDB to be indexed. (this will take a few days/weeks before the search engines forget about the site)

2. The LINK to the LDB will disappear when you're not logged in. It will still be accessible if you know the URL (such as if a friend links you), or if you log in, but it won't be there if you're new to the site.

3. The picture on the front page will only link to the location if you're logged in. In case you saw an interesting pic that you want to see again, a "history" page will display the last 10 minutes of random images.

4. LDB locations will be "rated" by everyone. Once a rating of 7 or more is reached, the star credit is awarded.

5. LDB locations will not be allowed to "go public" until there is at least one gallery or one main picture

6. There will be several states for LDB locations:
a. Non-Public, Non-Viewable (only you can see it, basically this is while you are working on it)
b. Public (basically like how all locations are now)
c. Private for Members Only (only members can see it -- non-members are not allowed to see it even with a direct link)

Any locations that someone should not be seeing (ie, a person not logged in browsing the LDB ) will simply not show up in the list.
