So, I'm making a movie.

Obviously, it's in NTSC format because I'm in North America.

The resolution I'm using is 720x480.

I have a couple of friends in Germany. They want the movie when it comes out. But, it's in a different format than what their TV would use, right?

So, I highly doubt that I could convert it, but wouldn't it work just fine in their computers?

Just thought about this, so I haven't really thought it through.

What platform are you editing on? If it's Final Cut Pro you can simply export the sequence in one of the PAL settings. Probably doable with Adobe Premiere as well but I don't use that software.
