WEDNESDAY, MAY 16, 2007, 3:00 P.M. city council meeting:

"Request to authorize City Manager, or his designee, to enter into an Intergovernmental Agreement (IGA) with the Flood Control District of Maricopa County (District) for the feasibility study, design, and rights-of-way acquisition, of the 24th Avenue and Camelback Road Detention Basin and Storm Drain Project. The District will contribute $3,175,000 towards the feasibility study, design, and rights-of-way acquisition.

Historically, the area near 24th Avenue and Camelback Road has experienced frequent flooding. The majority of the neighborhoods were constructed 30 to 50 years ago. Most of the developments do not conform to the City of Phoenix's current retention/detention, and finished floor elevation requirements. In addition, several businesses along the Camelback Road corridor have concerns about the frequent flooding within the area.

The City redefined the project to include a single-cell, 30-acre foot basin and associated storm drains located near 24th Avenue and Camelback Road, hereinafter called the Project, to collect and dispose of floodwater. The Project will be designed to provide a two-year level of protection, and protection to downstream properties south of Camelback Road, by reducing the overtopping of floodwater across Camelback Road. The Project requires the acquisition of 28 flood-prone properties located within a 100-year flood hazard. The estimated cost for the design, rights-of-way acquisition, utility relocations, construction, and construction management for the redefined project is $11,000,000."

The City has already acquired the affected properties, completed the design, and bid the construction contract for the redefined Project. Through this IGA, the District has agreed to participate in only the design and land acquisition portion of the project, which has been completed."

Report of three bids received by the Engineering and Architectural Services (EAS) Department on April 17, 2007, for the 75th Avenue paving and storm drain: Buckeye Road to Van Buren Street project.

The work will include approximately 51,000 square yards of subgrade preparation; placement of 21,130 tons of asphalt paving; 47,730 square feet of concrete sidewalk, concrete approach slab, and driveway; 7,684 linear feet of concrete curb; 6,880 linear feet of 60, 15-inch pipe; 100 cubic yards of structural concrete; decorative pavement; landscaping; traffic signals; catch basins; and other items of work."
