The TSB report observed the off-duty crew smoked up...

One of the reasons I know they turned off the SDM for alarms was the fact they were in the Granville Channel, which would be squawking like mad. That I can understand from experience going down the Erie Canal where any range alarms like that would be squawking all the way down the Canal pretty much.

And fucking. The crew was fucking and getting high.

It was determined that some crew members in safety-critical positions were casual users of cannabis and that they had previously smoked the drug aboard the vessel and while in port. There is no information to suggest that the 4/O or QM1 were under the influence of alcohol or illegal drugs at the time of the occurrence. Toxicological tests were not performed.

http://www.tsb.gc..../m06w0052_sec1.asp

""

That's the report, that people did, indeed, get high. Gee, what a shock. Note, though, that the report indicates that according to the TC report, neither the 4/O (4th officer) or the QM were high at the time, according to all sources available to them.

I'm not going to comment further on that one...

As regards SDM/ (TC call it ECS, for what it's worth), the alarm should NOT have been going off if it was programmed correctly. If you program it right, then the alarm only goes off when you exit your planned path, or a more annoying alarm goes off, anyway. (like you can have a warning, shallow water alarm, and a 'hey dumb-ass, you're about to hit an island" alarm).

When I have been onboard a ship where visual nav was being taught, we were hammered into our heads, that the log book was to be updated every 6 min with the visual navigation point, (lat/long) worked backward on the chart, and that when in tight waters, you calculated bearing/clearing angles, and called them in accordance with the previously designed plan, to put the ship down the desired track. So, they failed to follow appropriate navigation planning

"and accepted principles of navigation safety were not consistently or rigorously applied. As such, unsafe navigation practices persisted that, in this occurrence, contributed to the loss of situational awareness by the bridge team.
"

There is no doubt that this was a failure to navigate a channel successfully. The blame game is still being played out in the courts, but I think that it should be readily apparent that more than just the 4/OOW and the QM were at fault. There was a systemic approach failure, and this probably is another example of "a normalization of deviance" being practiced.

Maybe someone can correct me if I am but I get the feeling this was a rather green crew for the route? The Glenville Channel isn't all that bad, but from what I know , anyone with experience should be able to safety navigate it.

In other news. . . . .

The Via rail station in Victoria closes for good on Friday.

I used to be with it, but then they changed what it was. Now what I'm with isn't it, and what's it seems weird and scary to me, and it'll happen to you, too!

On one of the train fourms I frequent, this was mentioned; if the E&N reopens up, VIA service will return to the pre-VIA termius at Esquimalt.

Correct, at the roundhouse. They are "developing" the area, and keeping the historic buildings. Condo's and small shops and such, I suspect similar to the Vancouver roundhouse community center area. The reason for the blue bridge rail portion closure is real estate speculation, politics, and corruption of city officials.

Yeah...railroad tracks were not even considered in the new bridge design from what I understand...

And now for the weather, Friday, mostly sunny, Saturday, increasing cloud. Sunday, RAIN! MUAAHAHAHAHAAAAA!!!! Lucky Mr Skelly!

The good news is, with rain, they may open the gates for Mount Prevost, and my favorite ham radio spot, complete with hidden antenna's in trees!

Personally, I don't have a problem walking across the bridge to get to a rail station. Having the terminus on the downtown side would be congested if we really got viable service to langford going--there's more room on the Vic West side. I think the real question is whether or not we'll be able to set up commuter rail in a way that is functional. Geography and past city planning has made it hard to create convenient stops for a train, but with demographic changes, large funding commitments to something that will probably not pay off anytime soon, and a vision, it could be pulled off.

Well, after a few hours of playing radio, talking to Australia, New Zealand, and other worldly places, I left Mr Skelly snug in his camp. I even made sure his fire was going nicely, and ensured he was well..er...hydrated.

I know you are an awesome camper, but 'fire' and 'it's August' make me nervous.

Unless, 'fire' has multiple meanings here, or, more likely you were in a safe non flame able zone :)

Small campfires in a metal pit are fine, they government contractor even sells wood! It's been a very very mild, and wet season this year, we even had rain yesterday.

Well, Mr Skelly and I had a lot of fun. I had to do a lot of car repairs after! Just replaced my water pump, (not easy on a diesel Jetta) and repair a tire. WHEW.... Fun was had. Thanks for the Visit! I'll post some pix here after some rest.

Interesting. Smokey is dual citizenship, the bear knows no boundaries, his agent is teh best. Canada imports mascots, U.S. imports comedians...
