Its right on the canal, and the fence hangs out over the water. Security/owner would grease the fence to prevent anyone from trying to get in. It wouldn't deter a determined attacker, but pretty dangerous given the location and the near-invisibility at night. The water in the canal is fast, cold and unforgiving.

They greased the downspouts / pipes at Big Town shopping mall when it was abandoned to keep people of the roof. Propped large 4x6 boards up against doors to fall on people there was a security / bum living there so he had plenty of free time to mess with intruders.
