After careful examination, I figure it is an attachment for an operating table designed to hold a patients head. I asked a couple of old surgeons that I know and they think that maybe it could have been used for doing surgery on the neck/cervical spine...this is all speculation, but I did find some antique surgical photos online that had similar pieces of equipment.

Thank you very much, MisUnderstood. I have been trying to come up with different, more interesting titles, doesn't always work.
Glad you enjoy the photos, that clown in the out house was a personal favorite, I like to show these characters doing everyday things sometimes.
