There are plenty of abandoned roads like this one in the area outside Atlanta.
This road, like many others, was part of a planned housing development. Then the housing market crashed in 2008 and all building of homes ceased. What you're left with is a fenced off road complete with telephone poles, lines, and signage.

The road is blocked off at either end with guard rails so no vehicle can access it. Probably so the city wouldn't have to pay to upkeep a road with literally nothing on it.
