I'm gonna take a wild guess that it's real but completely misrepresented.

There's no way an abandoned building stays so pristine after 30 years, let alone with running electricity. At the bare minimum, it's getting regular maintenance to keep it clean and keep everything running.

I did some digging and they plan to reopen the mine. The town roads and yards have been maintained, but the town is indeed vacant. Some Indian guy owns the property and I found this quote from GlobalNews:

They plan to employ up to 700 people during the two years of construction and 300 permanent workers when the mine opens in 2017. At its height, the mine could produce 45,500 metric tonnes of ore per day.

Yes there was a caretaker on site, and I believe (not read) that some people had to stay around. There's a few small communities around the town and I don't see why any of them would pass up a perfectly good house.
