in Florida, no one, even security guards, can detain except for actual police. if they do, they can be arrested for false imprisonment. found this out years ago when a security guard tried keeping me around until cops showed up and a friend asked the guy, "can you even legally detain us?". The guard was like, "well, not *really*..." and before he even finished his sentence, we were booking it on foot.
