Kind of a passive form of deterrence. One of the apartment buildings near my home that I like to rooftop from time to time has taken to hanging "wet paint" signs on the bottom rungs of its fire escape ladders. They've been there for weeks. Even if they HAD been freshly painted at some point (which they haven't,) I'm pretty sure they would have dried by now. I believe they are just being used to scare away the nervous, the unprepared, and the lazy would-be climbers that must come along every once in a while. EDIT: Oh, sorry, Soldat already said everything that I just ended up typing in his entry above. I'll leave mine because of the personal example, though.
