Help identifying a mineral?

Relevant information: this is at the former site of a major railyard. The facilities and the brownish/yellowish powder pictured below still remain. The region around here is extremely heavily polluted and there has been no cleanup in years, as the redevelopment project went bust.

Does anyone have any clue what I photographed? I'm guessing due to its location it's related to concrete for building construction. But the more specific information I can get, the better.

Oh, and this is what they originally wanted to build on the spot.

It's pretty hard to tell from the photos, it just looks like piles of sand. Do you have any close-ups?

Typical concrete ingredients are sand, water, gravel, cement (made by cooking and then grinding limestone), and small amounts of adhesive additives like this. The sand makes up a large amount of the volume and is one of the cheaper components, so is more likely to be left lying around. Sand can come in different colors depending on the source and intended use, everything from gray to yellow to red.

Turn off the internet and go play outside.

Okay, here's hoping it's sand. If it is used in concrete, then that would actually make a lot of sense. I'm going to have to go back at some point.

Looks like sand.

And the "cloud" building proposed would have been fantastic...

Could also be gypsum. I work next to a gypsum plant and it's similar in color.
