We got tired of our neighbors abusing the street (drug pushers, pimping out young girls), so we pressed the utilities to cut water and then gas to their house for just a month of non-payment.

Having no water sucks, but so does not paying your bill for months on end. It's not a free system - these pipes, especially the original cast iron ones, require a lot of maintenance, frequently break and need continual renewal. You can't expect to pay for maintenance and upgrades with a declining user base, so sending them to collections is the best option available.

True, but if you don't have water, then you can't flush your toilet, then you have to shit in your yard. Then it becomes a public health issue. There's got to be a better way. Maybe reduce service to a trickle?

I think the factors contributing to this are definitely varied, it isn't just one thing that helped Detroit get here

Despite that you have obviously made up your mind about this and no amount of data or contrary opinions can sway your mind, I might also point out that the management of the auto companies (not the unions), behaved in an extremely greedy and myopic fashion and painted enormous targets on their backs for cheaper and better-built Japanese cars to sweep in and take a lot of their business.
