I can understand the logic behind that, but heres my playful rebuttal. Lets say you're at a location and the police spot you. They're not gonna call in to other cops and start describing your facial features. They're probably gonna go with the basics (race, gender, clothes, and height), not your nose shape or if youve got defined cheekbones. In my opinion if you're concerned about concealing identity from the police, it'd be more important to carry a change of clothes than cover your face. Maybe this could just be my NYC mindset, but covering your face if anything makes you more of a target for the police to keep hunting you down. The guy wearing all black with a balaclava is getting chased a lot harder than the normal looking guy whos just trespassing, especially in the state that things are in over here (terrorism, shootings, etc).
Again, just my opinion on the situation based on my experience and understanding of the NYPD and New York City in general. I've got a population of 8 million I can blend into ;) The debate could swing either way.

here is my advise, get a good flashlight, a handful of strong batteries, and go have an adventure, thats all you need... anything more is a waste


and to reiterate, anyone covering their face, I guess unless its to wear a dust mask or breather , is a goof

I only cover my face if expect any type of security measures such as cameras and such. If not then I wouldn't cover my face unless its my respirator. If your covering ur face for cop reasons then ur just asking for it. Idk

To be real though, I don't carry any specialised gear other than a torch, or as they say in American, a "flashlight", and my little digital camera.
Other than that it's just jeans, Vans and a flanno, or again in American a "plaid shirt".
Oh, and a large, strong coffee. Super important.

When I go down in the greenbelts or under the highways in my city, I often try to blend in by looking a little seedy myself. Never even been approached by people down there, locals and police included. Obviously this isn't a good idea for general exploring or live buildings, of course!
