Yeah, what the hell is with that. I've been one only one other train with a steering wheel... but that was in Bolivia, and it was actually just a Mercedes Benz bus retrofitted with train wheels

I think it's not actually a steering wheel but something for controlling the engine or shifting gears. At least it has numbers on it.
