Some neat photos, I especially like the hatch. Couple questions for you:

"Accessibility: Get permission" - Did you actually get permission?

"the tunnels do not physically connect to the steam plant." - Strange, indeed. There are no doors, hatches, or anything?

Yessir. I strolled in there at midnight and asked the guys if I could take photos. They let me wander around unsupervised and thus were very cooperative. It helps to be lugging around a SLR and a big tripod.

From my first hand experiences, the steam pipes run underground until it hits the nearby road, where you can then access the steam tunnels from a manhole. Again, the rumour is that this is merely one of the networks and there is at least two others going in the other directions. I cannot decide whether that's true because I have a hard time believing the size of the other ones - it's huge if all the rumours are true. However, to support the claims, there are steam tunnel mushroom vents that stretch to all the spots that rumours have claimed it to go, albeit with extremely well locked manholes. It'll be a long term project to find out.

I'm sure you could have a tour at triumph if you asked. It's certainly nothing secret. There is a lot of expensive and potentially dangerous equipment there, thus the security.
