Nope. Not unless the building is enclosed by a fence or there are posted signs etc. The grounds, anyone can visit however the buildings are off limits. You can walk anywhere in the park without getting a ticket unless cops like those are out giving nonsense tickets. I personally think they were rookie cops who thought anywhere off the sidewalk was off limits.
Back in the days when OMH patrolled the grounds (Office of Mental Health), you couldn't step one foot off the main boulevard side walks or they'd be on you like a hawk.
