I went here a little while ago with a couple of friends, only to find this place nearly completely demolished. Access is very easy (if you don't run into the people who are working on demolishing this place), but we went on a weekend and the place was inactive. There is construction equipment everywhere (excavators, bulldozers), so they must have started pretty recently. The circular water storage tanks were completely demolished, with only the one at the end of the facility still holding water. The ladders (or stairs?) were removed from the one rectangular storage tank, which was fortunately standing. This meant that we had to use rebar that was sticking out of the side to scale it, but the inside of the tank is largely unchanged.
