Im gonna stop you right there. As a Houston drainer, I need to inform you that this is wrong. So very wrong. Houston has one of the best drainage systems in the entire country, hands down. Its working perfectly. But no water relief system can handle 5 ft of rain in a couple days. Without he system they have, or with a worse one, people would have been underwater in a matter of a day, not the couple it took for most places to flood.
That being said, I agree that OP should stay away and that explorers are no adequate substitute for emergency teams. I believe you would realize quickly that theres proper disaster relief teams for things like this for a reason. Its not a citizens job to come in blazing to try and help people in a situation like this, especially if youre not already in it.
If youre CPR and first aid certified, have major flood disaster experience, a boat, and lifeguard training skills then maybe but even then, i wouldn't. (I have all of these qualifications and wouldn't voluntarily jump into this from out of town)
Theres been a large number of (about 8500 or so) emergency responders from all over the country flown into coastal texas to Louisiana to help with storm and flood rescue.
Also 2X, im going to respond to your hotel comment and say that theres open hotels with vacancies in pasadena for sure. Im responding to this incase someone needs that info.
