Yes, looks like somebody legit had to cut a lock to get in, and didnt have another lock to replace it with, so ziptie. I see this often in telcom.

Does it generally look like... damn, I thought I had a picture somewhere.

I think I recall the place you are talking about, was this it;

We all had ostriches. My dad had an ostrich farm! I remember one day someone came in and said the high altitude bombing of Kosovo had been a limited success, so we all went out and celebrated… by killing an ostrich and boiling it in kiwi fruit.

Well done sir.

I didn't take a picture, but it's a door with various warnings:
High gauss
X-ray
Laser
Flammable

And it's a keypad-locked, "DO NOT PROP OPEN" door. Propped open with a cemented-to-the-floor backwards doorstop. The door cannot close without removing part of the floor.

Once some security guards from an airport terminal next to the building we were about to get into asked our group for some weed. They said "Yeah, we work at Porter and it's really boring so we want to get high". We all burst out laughing and, since none of us did, agreed that they had never asked us if they had never seen us there.

Another time I was with some people at a partially redeveloped place, and went inside in broad daylight with a new office building with an almost entirely glass face towards us and didn't get caught. On our way out we stopped just before the fence to get a few last shots, and a security guard walked by, looked at us, and didn't even bother to ask us to move to the other side of the fence.

I know this is not a building or a location, but my friend Jason, used to have a key lock and chain in which he tied his bike to a pole at his house everynight... I used to laugh at him all the time and he had no idea why,.. then one day i showed him and lifted his bike up,.. the pole was only like three feet tall LOL

The absence of insulators between the wire and the fence posts kind of gives it away.
